Kaisa Sorsa is principal lecturer and adjunct professor in the field of law and economics at the Turku University of Applied Sciences, Finland. She does research on the accountability of companies, self-governance and certifications.
For me public value is …
…„ the objective of public managers to create value for different stakeholders, analogue to shareholder value maximization in the private sector. Public value is an ongoing process like value creation in other fields of economy as well. In my view, public value also needs to internalize sustainability issues.
The main challenges for research on public value are …
… that public media providers are accountable to their audience, but there are different other groups of stakeholders as well. Understanding the needs of these different groups is challenging. Also measurement of public value is needed and corrective measurements are needed. My first trials on this field of research have been to propose an analysis tool for the measurement of public value. For accountability and sustainability different management tools have been developed. This benchmarking in other fields of economy could be useful for media research.
„My expectations toward the project “Public Value goes international” are …
… to create an international research group of researchers who can share their different viewpoints in a rich way. I am awaiting to hear other researchers’ findings on this field and I will contribute from the Finnish perspective on the discussions. My research background is on regulatory research, especially private regulation, sustainability and proactive law. Public service broadcasting is a perfect field to broaden my perspective and my aim is to try to apply proactive law and private regulation viewpoints to the public value topic.
